Road Construction, Rehabilitation & Maintenance Framework Agreement
EACOM participated as a joint-venture partner with Ilinden A.D. and Zhikoll DOOEL in an 18-month framework agreement covering road construction, rehabilitation and maintenance works in North Macedonia.
EACOM participated in the joint venture under its former legal name, EUROVIA.
Context and purpose.
The project was delivered through a joint venture comprising EACOM, operating at the time under its former legal name EUROVIA, Ilinden A.D. and Zhikoll DOOEL.
The contractual structure was established as a framework agreement for the execution of road construction, rehabilitation and maintenance works over an 18-month implementation period.
The framework model enabled the contracting authority to commission defined roadwork interventions during the contractual period in accordance with identified infrastructure requirements, available work orders and the agreed financial framework.
EACOM participated within the joint-venture delivery structure, contributing construction execution capacity, machinery, operational personnel, site coordination and roadworks experience to the implementation of the commissioned packages.
Construction scope and deliverables.
Delivery methodology.
Framework agreements differ from single-site construction contracts because work packages may be commissioned at different locations and at different stages of the contractual period.
Execution therefore requires flexible mobilization, resource planning, machinery allocation, procurement coordination and the ability to respond to multiple road-infrastructure requirements under a common contractual structure.
The 18-month implementation period required the joint venture to maintain operational readiness while coordinating individual work orders with the relevant project and supervision stakeholders.
Institutional construction delivery.
Road construction and rehabilitation framework agreements require both technical execution capacity and operational flexibility.
The contractor or joint venture must be capable of mobilizing suitable teams and equipment for different road conditions, work-package sizes and site locations while maintaining consistent quality, HSE and documentation standards.
This project strengthens EACOM’s reference portfolio in joint-venture roadworks, framework-contract delivery and the coordinated execution of multi-location civil-infrastructure interventions.
Outcomes and contribution.
The framework agreement provided a contractual structure for the execution of road construction, rehabilitation and maintenance interventions during the agreed 18-month period.
Through its participation in the joint venture, EACOM contributed personnel, machinery, roadworks expertise and site-coordination capacity to the delivery of the commissioned infrastructure packages.
The project represents an EACOM reference in consortium-based road construction and the management of works delivered through a multi-location framework arrangement.
Institutional and contractual structure.
The framework agreement required coordinated delivery between EACOM, Ilinden A.D. and Zhikoll DOOEL.
Each commissioned roadwork package required the allocation of appropriate personnel, machinery, materials and site-management resources within the joint-venture structure.
Delivery coordination covered work sequencing, mobilization, division of responsibilities, quality control, health and safety, communication with supervision and documentation of completed interventions.
EACOM’s participation demonstrates its ability to operate within a multi-company infrastructure consortium and to contribute defined construction capacity to framework-based public road contracts.
