Saraj Polyclinic — Public Healthcare Facility
EACOM, operating at the time under its former legal name EUROVIA, served as the main construction contractor for the new Saraj Polyclinic, delivering an integrated public healthcare facility comprising structural, architectural, technical and external works.
The construction contract was delivered under EACOM’s former legal name, EUROVIA DOOEL. The company’s contractual and legal continuity remains unchanged.
Context and purpose.
The Saraj Polyclinic was developed as a new public healthcare facility within PHI Health Centre Skopje, serving the Municipality of Saraj and the surrounding settlements.
The Ministry of Health concluded the public works contract with EUROVIA DOOEL, now EACOM, in 2020. EACOM assumed responsibility for the integrated construction and completion of the facility, including structural works, façade execution, architectural and interior finishes, technical installations, HVAC works, accessibility infrastructure, parking and external site works.
The facility has a published construction area of 1,200 m². Construction was completed in 2023, while the polyclinic was officially opened for public use in January 2024.
The State Audit Office recorded a final total contract value of 77,661,000 MKD. The project represents a substantial EACOM reference in the construction and coordinated delivery of technically integrated public healthcare buildings.
Construction scope and deliverables.
Delivery methodology.
Delivery of the Saraj Polyclinic required coordinated execution across the structural, architectural and building-services packages of a healthcare facility intended for continuous institutional operation.
EACOM coordinated the construction programme, site personnel, subcontractors, materials and interfaces between the building structure, façade, interior finishes, MEP installations, HVAC systems, accessibility elements and external infrastructure.
Particular attention was required at interfaces between technical installations and medical-use spaces, internal circulation, access ramps, technical rooms, parking areas and the external site works.
Completion activities included preparation of the facility for technical inspection, correction of outstanding works, final documentation and handover to the relevant public institutions.
Institutional construction delivery.
Public healthcare buildings require integrated coordination between construction works and technical building systems, together with controlled access, accessibility, functional circulation and long-term operational reliability.
The Saraj Polyclinic combined a complete building-construction package with MEP and HVAC coordination, healthcare-use areas, access infrastructure, parking and external works.
The project demonstrates EACOM’s capability to act as the principal construction contractor for an institutional healthcare facility with an integrated and multidisciplinary delivery scope.
Specialist subcontractor under the main contractor.
The initial public contract award was reported at 67,386,530 MKD including VAT. The State Audit Office subsequently recorded a total contract value of 77,661,000 MKD.
Outcomes and contribution.
The completed project delivered a new public healthcare facility for the Municipality of Saraj and the surrounding settlements.
The facility expanded the physical infrastructure of PHI Health Centre Skopje and created the building and technical conditions required for local healthcare delivery.
Construction completion in 2023 and the subsequent opening in January 2024 concluded a multi-year public infrastructure project initiated through the Ministry of Health’s 2020 public procurement contract.
Healthcare facility operations.
Following its official opening, the Saraj Polyclinic became part of PHI Health Centre Skopje and was publicly presented as a facility serving more than 45,000 residents from Saraj and over twenty surrounding settlements.
Publicly announced healthcare functions included primary and preventive healthcare, vaccination services, preventive children’s dentistry, biochemical laboratory services, X-ray diagnostics, ENT services and dermato-venereology.
